A coalition of agencies and funders formed 4C in 1972 with the aim of organizing, preparing, and campaigning for quality child care for working families. Planning research, preparation, and technical assistance were all part of the early work. In the 1980s, a significant emphasis was placed on assisting parents in locating and selecting child care, as well as increasing the availability of high-quality care. As a result, 4C has focused on improving the quality of early learning and treatment for all children while also providing resources to families. With an office in Dayton, 4C spread to ten counties in the Miami Valley in 2006.
