### Summary

Serves as one of several senior air traffic controllers who uses
experience separating and controlling air traffic in a Terminal or
En route air traffic control facility to develop operational safety
policies, processes and training that mitigate non-compliance,
safety risks and fatigue issues. These policies are critical to the
safe and efficient operation of the NAS and affect all ATO
operational units.

### Responsibilities

As a recognized expert in air traffic operations and procedures,
applies comprehensive technical experience to integrate the results
of investigations, evaluations, testing and risk management into a
comprehensive strategy for operations in Terminal and En route air
traffic facilities. Applies a detailed technical knowledge of the
FAA Safety Management System (SMS) to assess air traffic services
and operations and to report findings and recommended actions.

Using experience gained evaluating Terminal Instrument Procedures
(TERPS), the incumbent develops air traffic operational procedures
and regulations. Applies experience gained by participating in
aviation investigations to identify areas of non-compliance and
recommend solutions to address associated hazards. Applies skill
using Air Traffic Safety Action Program (ATSAP) processes to
evaluate and analyze safety risks in the Terminal and En Route
operational environment and to recommend mitigation policies and
strategies. Applies skill evaluating airfield management and
equipment, NAVAIDS, and ATC communication equipment to develop and
modify safety policies.

Applies analytical skill to integrate the use of effective
strategies and multiple technologies to enhance the NAS. By applying
skill using computer systems and programs, conducts complicated
research using a variety of complex databases. Using experience with
word processing programs, spreadsheets, e-mail platforms and other
communication tools, generates reports, facilitates meetings and
creates presentations.

Interacts with senior executives within FAA, leaders of the aviation
industry, and external stakeholders including airline stakeholders;
airlines, unions, aviation organizations, ICAO, and other industry
partners. Frequently represents the FAA as the primary technical
authority for initiatives focused on ensuring compliance, reducing
risk, and enacting corrective actions by identifying and addressing
relevant trends in Flight Plan safety goals related to airborne,
surface, equipment, and fatigue safety.

Prepares and coordinates responses to Congressional, Office of the
Inspector General (OIG), Office of Management and Budget (OMB), and
General Accountability Office (GAO) inquiries as required. Prepares,
reviews, and may approve organizational reports or policies for
internal and external distribution. Develops briefings to convey
strategic vision or policies to internal and external audiences. Has
the authority to make commitments for the Safety and Technical
Training organization, to establish new policies/procedures, and to
make exceptions within the assigned area of responsibility.

As a technical expert, the incumbent works mainly independently and
has broad discretion to ensure alignment with organizational
objectives and policies. Reports to the Team Manager, AJI-1510. The
Team Manager assigns and reviews final work for success in achieving
planned results. Work directly affects the Service Unit, ATO, the
FAA, the aviation industry and the flying public.

### Qualifications

Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE
equivalent to at least the next lower grade level (FV-I or FG/GS-13)
that is typically related to the line of work of the position to be
filled and which has equipped the applicant with the particular
knowledge, skills, and abilities to successfully perform the duties
of the position. To be creditable, specialized experience must have
been at least equivalent to the next lower level in the normal line
of progression for the occupation in the organization.

Experience in a military or civilian air traffic facility that
demonstrates possession of the knowledge, skills, and abilities
required to perform the level of work of the specialization for
which application is made. This experience must have provided a
comprehensive knowledge of appropriate air traffic control laws,
rules, and regulations.
