On January 17, 2003, Title XI of the Homeland Security Act of 2002, Public Law 107-296, established the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) as a separate component within the Department of Justice. The ATF's objective is to safeguard communities from violent criminals, criminal organizations, illegal guns use and trafficking, unlawful explosives use and storage, arson and bombings, terrorism, and illegal alcohol and tobacco product diversion. The ATF also supervises the sale, possession, and interstate transit of weapons, ammunition, and explosives through licensing. Many of the ATF's efforts, such as Project Safe Neighborhoods, are carried out in collaboration with task teams made up of state and local law enforcement personnel.
