The Oregon Department of Justice under the umbrella of the state government serves the safe and healthy communities of Oregon by providing essential justice services to the people. It is headed by Attorney General Ellen F. Rosenblum, and the DOJ also serves as the state’s law firm. Headquartered in Salem, Oregon, the agency employs around 1300 individuals throughout the state and has a two-year budget of $550 million. Also, the agency has 13 child support and 10 legal offices located across the state. Aside from representing the state government, the DOJ protects all Oregonians, especially the segments of society that are most vulnerable like seniors and children. The DOJ as well as its nine sub-divisions perform various functions such as consumer protection, crime victim compensation, child support, charitable activities, and district attorney assistance. Job Description

Description

The Oregon Department of Justice is seeking attorney applicants to consider for the position of Attorney-In-Charge in the Special Litigation Unit (SLU) in the Trial Division. The position will be based in Portland and will be part of the Management Services team.

SLU handles some of the most interesting, complex and challenging litigation in the State. Lawyers in the section defend state statutes and policies against constitutional challenges in state and federal courts. They also handle complex environmental litigation, elections litigation, lawsuits against the federal government, and other high-profile or sensitive matters in which the State, its agencies, and its employees may be plaintiffs or defendants.

In recent years, SLU has handled litigation involving major environmental disputes with millions and even billions of dollars at stake. It has prevented efforts to limit agencies’ ability to communicate to the public information about environmental concerns in the state, has defended free-speech challenges to tobacco marketing restrictions, and has represented the State in federal court over the proper management of Oregon’s salmon under the Endangered Species Act and Indian treaties. All disputes over surface and ground water rights, including those in the Klamath Basin, are handled by SLU.

Its attorneys also: aid in the enforcement of Oregon consumer protection laws, including the Unlawful Trade Practices Act and enforcement of regulations regarding charitable organizations; represent Oregon in various suits against the federal government; regularly litigate First Amendment and other constitutional issues that many attorneys outside of DOJ see only rarely; and work on many of the Attorney General's other top-priority areas such as protecting the environment and Oregon's consumers.

The Attorney-in-Charge is currently responsible for managing the work of 10 attorneys and also carries a caseload.

Required

  • Active membership and in good standing with the Oregon State Bar or reciprocity in progress at the time of application.
  • At least eight (8) years of experience in leadership roles (e.g., first-chair attorney leading teams to trial, practice group lead, etc.) in which you have demonstrated a capacity to lead and manage the program described (e.g., demonstrated management and leadership experience or qualities).”
  • Strong work ethic and outstanding analytical, negotiation, and courtroom advocacy skills.
