The Office of Information Services (OIS) is a shared service, providing technology solutions and services for two of the largest state agencies in Oregon the Department of Human Services (DHS) and the Oregon Health Authority (OHA). OIS supports over 11,000 employees, 18,000 computers and printers across the state and more than 400 applications. These systems and services help the two agencies determine client eligibility; provide medical, housing, food and job assistance; provide addiction, mental health, vocational and rehabilitative services; protect children, seniors and people with physical and/or developmental disabilities; process claims and benefits; manage provider licensing and state hospital facilities; and promote and protect the state public health.
What you will do:
As the Chief Information Officer, you will manage the Office of Information Services by providing innovative leadership and strategic direction for system-wide technology implementations, project management, and IT governance. This key role provides executive leadership to DHS and OHA by aligning technology vision with organizational strategies and initiatives that support the agency’s missions.
The CIO will lead the technology strategic plan to create efficiencies, leverage and maximize equitable technology solutions that provide high level, state-of the-art technical expertise, guidance and support for strategic business initiatives and operational services. You will serve as a liaison between DHS, OHA, external stakeholders, vendors, peer agencies, the State Data Center, Enterprise IT Services and the Legislative Fiscal Office. As the CIO you will be responsible, in conjunction with the state Cyber Security Office for the security of agency assets and for compliance with state and federal law.
This position is integral to advancing service equity and health equity—core values of DHS and OHA respectively—that ultimately supports the health and access to services by the people of Oregon, many of whom originate from racially, ethnically, culturally, gender- and ability- diverse communities. It is critical that the incumbent have experience in and can demonstrate understanding of the CIO’s role in advancing health equity and addressing systemic health disparities.

Requested skills
Eight years of progressive management experience in a public or private organization related to information technology which included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation.
Demonstrated experience working across agency lines in partnership and collaboration to connect agency priorities with division/department priorities.
Demonstrated experience inspiring and developing diverse teams to drive high performance, engagement, inclusion and equitable professional growth.
Proven ability to shape and drive strategic agendas, inclusive of strategic visioning, expert data synthesis, and high-profile communications
Knowledge of IT systems and infrastructures while working in a large multi-tenant environment.
Knowledge of industry standard best practices and experience in leading initiatives in risk management, security, privacy, enterprise architecture, project management, data governance and legacy system modernization.
Proven facilitation skills with diverse groups and the ability to translate technical issues and ideas into non-technical language that is easily understood.
Experience in health equity, addressing systemic health disparities and collaborating with diverse, vulnerable, and underrepresented populations.
Possess cultural competency skills, and have experience developing, implementing policies and programs that promote equity and reduce disparities.
Preference may be given to applicants that have prior CIO experience in a large technology organization or in the public sector health and human services experience.
