The City Charter provides the constitutional framework for operation of city government. The Mayor serves as the Executive Officer of the City and is responsible for the general management of the City and ensure that all laws and ordinances are enforced. The Mayor appoints department heads and persons serving on advisory boards with approval of Council. The City Controller serves as the City's chief financial officer.
