The City of Gainesville is currently recruiting for an Employee & Labor Relations Coordinator who will perform technical and confidential work in support of employee relations and in service to employees across the agency. We seek a professional who possesses a proven track record of successfully supporting organized employee groups.
The ideal incumbent will focus on: providing assistance to staff by in-taking employee discipline and grievance cases; transactional matters such as interviewing witnesses, investigating the facts, identifying, interpreting and applying appropriate policy; recording official meeting minutes for collective bargaining sessions; drafting general correspondence, and reports; maintaining electronic and other files; responding to reemployment claims; and performing research for public information request, general policy as well as collective bargaining agreements revision.
To be considered for this position you must possess: a Bachelor's degree from an accredited college or university with major coursework in Employee Relations/Labor Relations, Human Resources or related field;
Minimum of two (2) years work experience in Human Resources is required.
HR experience within a union environment is preferred. Working knowledge of Florida open records laws; FMLA and Unemployment program administration are highly preferred.
Or, an Associate degree from an accredited college or university with major course work in Employee/Labor Relations, Human Resources, Employee Relations, Organizational Development, Business Administration or related field and four (4) years of progressively responsible professional level experience in employee/labor relations or human resources.
NOTE:
Valid driver license required. Valid Florida Driver License required within thirty (30) days of appointment.
Certification in Labor Relations is preferred.
May work outside normal business hours.

SUMMARY
This is intermediate level, professional to moderately complex administrative work supporting upper middle level managers in the development and administration of Employee and Labor Relations. Some judgment and discretion are required to perform duties in matters of policy and collective bargaining agreement interpretation.
Positions allocated to this classification typically report to a designated supervisor and work under general supervision. Work in this class is distinguished from other classes by its application of varied, moderately complex and innovative administrative duties in support of employee and labor relations matters.

ESSENTIAL JOB FUNCTIONS
Depending on area of assignment:
Assists supervisor with administration of labor agreements.
Answer Labor Relations inquiries, directing as appropriate, or providing information requiring knowledge of the Collective Bargaining Agreement (CBA) and City policies, procedures and operations; provide information as appropriate to knowledge base and level of issue
Coordinates meetings between union officials, employees, and management to facilitate the dispute resolution process
Assist with confidential investigations of employee complaints by researching and providing relevant information
Gathers information, reviews, and compiles complex files for grievance proceedings, arbitrations and hearings and
Assists in fact finding interviews and investigations in response to grievances or complaints.
Provides support relative to confidential/sensitive issues.
Facilitates completion of projects and events assigned to subordinate areas.
Assists in the planning, design, development and promotion of special events, goals, objectives, plans, and programs to promote effective and efficient department processes
Drafts moderately-complex to complex documentation on sensitive/confidential issues.
Prepare written materials including reports, memos, and correspondences; reviews material for accuracy and completeness; analyzes data and conducts Internet research as needed
Prepare Labor Relations reports by tracking, analyzing, and summarizing data and trends
Attend Labor Relations meetings, takes minutes, and write summaries
Monitors Florida's Reemployment Assistance Program, responds to claims for benefits and prepared related correspondence
Monitors FMLA usage and supports related return to work activities
Assists in conducting research, fact finding interviews and investigations, in response to inquiries, grievances and moderate to complex complaints. Performs limited analyses and prepares and summarizes moderately complex statistical data.
Composes a range of written documents, including original correspondence, memoranda in final form, reports, position statements, and related items, which are intended to present management's official position on a given matter.
Performs routine data entry for case tracking and reporting purposes. Analyzes data to support employee and labor relations initiatives.
Writes, edits, produces, and distributes informational, publicity, and promotional materials.
Must meet performance standards, including attending work on a continuous, punctual and regular basis.
NON-ESSENTIAL JOB FUNCTIONS
Performs other related duties as assigned.
May perform tasks normally assigned to Staff Assistants as workflow and demands require.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.
EDUCATION AND EXPERIENCE
A Bachelor's degree from an accredited college or university with major coursework in employee relations/Labor Relations, human resources or related field
Minimum two (2) years of working experience in employee relations/labor relations, human resources required; with prior experience in union setting preferred.
Or an Associate degree from an accredited college or university with major course work in Employee/Labor Relations, human resources, employee relations, organizational development, business administration or related field and four (4) years of progressively responsible professional level experience in employee/labor relations or human resources.
Must type at a minimum speed of 35 correct words per minute or at a higher speed, as set by the department.
CERTIFICATIONS OR LICENSES
LICENSES
If courier duties required, a valid Florida Driver license is required.
CERTIFICATIONS
Certification in Labor Relations, Human Resources Professional (PHR) certification through the Human Resources Certification Institute or Certified Professional (SHRM-CP) through the Society for Human Resource Management is preferred.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of laws, ordinances, regulations and statutes governing human resources functions.
Knowledge of principles and practices of human resources, including employee relations.
Strong interpersonal skills as demonstrated by the ability to interact collaboratively and productively and to establish and maintain effective working relationships with individuals of diverse backgrounds including elected and appointed government officials, Charter Officers, City employees, union representatives, representatives of other agencies, and the general public.
Demonstrated intermediate level knowledge of Excel, Word, and PowerPoint.
Advanced oral, listening, administrative and written communication skills required
Must be able to work within and maintain the confidentiality required of the organization and the Human Resources Department
Excellent analytical and problem solving skills with the ability to assist with investigations from initial complaint to resolution
Ability to prioritize and multitask effectively in a fast paced, confidential environment with competing priorities
Ability to analyze moderately-complex information and prepare moderately-complex reports.
Ability to maintain confidentiality and respond appropriately to sensitive/confidential issues.
Ability to understand and follow complex oral and written instructions.

To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.
PHYSICAL REQUIREMENTS
While performing the duties of this job, the employee is regularly required to sit for prolonged periods of time.
WORK ENVIRONMENT
May require occasionally working outside regular business hours, including nights, weekends and holidays.
