We are currently seeking an Enterprise Architect to support our Federal client in Washington, DC and travel to Rockville, Maryland occasionally. Job Location Washington, DC walking distance to Federal Center Metro. Job Duties include (but are not limited to) Support Government CIO and Program Offices , in their efforts to leverage technology to execute their missions, to achieve Customer Support, IT Management, Cybersecurity Privacy and IT Workforce goals . Plan, define and establish the core functions necessary for the execution of the overall Governance and OCIO processes and the ongoing implementation and execution for the planning phases of the governance framework. Provides enterprise architectural expertise to managers and technical staff. Develops architecture strategy, products, compliance standards and processes for aligning business and Information Technology and supporting IT Governance. Communicates strategy and educates business and IT continuously to help them realize ROI on strategic goals. Advises senior management on the acquisition of technology, maintenance of the IT framework that complies with regulatory standards. Enforces architectural best practices to achieve mission goals of interoperability, IT enablement, security and reliability. Establish a requirements collection framework for all clientrsquos IT projects. Establish the framework to aid in the gathering of high-level business and non-functional requirements early in the SDLC of clientrsquos IT projects following SRB and PRB decisions. Using the framework, drive the collection of requirements systematically, using established EA principles and practices. Create and maintain all architecture models and architectural views level 1 detail between interrelated functional, informational and technical components across all ACF IT program areas. Establish EA repositories and modeling tools. Create and maintain an ACF technical baseline, leveraging the baseline for decision making and planning purposes including decisions on software and hardware procurements. Document variations from the baseline. Maintain, and update the baseline as business functions and their corresponding IT evolve. Create and maintain information mapping and data flows for all ACF IT systems and their relationships to business, information and technical functions. Establish architectural definitions common to ACF and OCIO Programs and projects. Definitions shall include common functional elements, common information elements, and their corresponding technical services. Define and document non-functional requirements based on the defined architecture and defined standards. Identify common business and technical functions of ACF and drive their reuse to reduce redundancy and cost and to build shared services. Create templates and reference models and promote their usage as ACF IT projects are executed. The Contractor shall base these templates and models on thorough requirements and technical reviews of system needs, software design, concepts of operations, user interface needs, etc. Ensure the ACF EA aligns with the Federal Enterprise Architecture (FEA) and the Federal Health Architecture. Evaluate if all existing EA development adheres to ACFrsquos and OCIOrsquos organizational strategic goals. The analysis should define the relationships between organizational segments and the rest of the enterprise and should support alignment of business investments and resources with the approved segment architecture. Evaluate and recommend business and systems process improvements and procedures to ensure compliance with federal mandates. Develop a phased transition plan and timeline for tailoring the target state EA, identifying risks and appropriate constraints. Provide guidance to OCIO, Program Offices, and their respective contractors on EA requirements, baselines, standards, best practices, and architectural reference models. Conduct trade-off analyses such as buy vs build, technology evaluations, elaborating a business case to inform SRB and PRB business brief for decision making, securing funding, understanding system risks, and returns on investment. Ensure all activities are based on industry established best practices and standards. Participate and contribute to CFTs as needed, conducting analysis, creating and contributing to briefs when needed. as well as the business architecture for each Program Office. This includes diagrams and documents describing their functional purpose, system interactions, constraints, interfaces and interdependencies. Job Requirements include (but are not limited to) Bachelor degree in Computer Science or Information Technology related major Minimum of 8 years experience or equivalent combination of education and training that provides for the required knowledge, skills and abilities Ability to work independently, but seek guidance when necessary. Ability to communicate effectively both orally and in writing, and establish and maintain effective working relationships. Ability to successfully manage routine to moderately complex matters and provide assistance on broad agency efforts in the relevant subject matter area.
