Lead Program Analyst- Health Policy

Position Description:

We currently have openings for lead program analysts within our Health Business Unit. Specifically, we are hiring in our Washington, DC; Princeton, NJ; Woodlawn, MD; Chicago, IL; Ann Arbor, MI; and Cambridge, MA office locations. The lead program analyst role blends management and research. As such, we are seeking prospective employees with a passion for project management and an interest in improving government operations and health care delivery.

Our current work touches virtually every area of the health care delivery system in the United States. Example projects include:
* Developing and maintaining clinical quality of care measures;
* Providing technical assistance to support program implementation or improve stakeholders' understanding of data and reporting requirements;
* Analyzing, designing, and producing large federal insurance program datasets and reporting systems;
* Supporting the implementation of alternative payment models, including helping the government to assess and calculate the value and/or quality of health care services
* Evaluating the implementation and effectiveness of government programs in the areas of Medicare, Medicaid, and Social Security, among others; and
* Studying the effects of multi-payer delivery system innovations on health care access, quality, and costs.

Lead program analysts typically work on more than one project at a time and are matched to projects that suit their interests and skills and offer significant opportunity for growth. Regardless of their assigned roles, lead program analysts are expected to be leaders within the context of their projects and across the company. Successful lead program analysts fulfill a broad array of roles within Mathematica's Health Business Unit and commonly:
* Serve as task leaders, project managers, and deputy project directors on complex, fast-paced projected focused on health policy issues.
* Provide the energy, direction, and organization needed to help keep projects on time and on budget by leading teams and facilitating communications across and between internal and external stakeholders.
* Provide technical assistance to state and federal health agencies or health care providers by facilitating webinars, designing new tools, and engaging health care providers and clients to understand and resolve their needs.
* Offer a full suite of project management support services on multi-million dollar contracts, from working alongside project directors to plan, manage, and close out complex projects, to monitoring designing and implementing tools and processes to help organize data and manage teams.
* Perform complex analyses of projects to monitor and evaluate project performance and progress, including monitoring project costs, assessing earned value, and overseeing subcontractors.
* Design and implement project collaboration tools, including Microsoft Project schedules, SharePoint websites, Jira trackers, and Excel spreadsheets.
* Draft client memos, technical documentation, proposals and other contractual deliverables, such as chapters for reports, case studies, and/or data dictionaries.
* Leverage their existing subject matter knowledge and/or quickly learn new policies and programs in order to contribute to and guide the development of research-oriented products and tasks.
* Evaluate operational components of projects and programs and describe problems, options, and solutions to senior staff and client agencies

Position Requirements:
* Master's degree in public policy, public health, public administration, health care administration, business, or related field, or a bachelor's degree and commensurate work experience.
* Minimum of ten years of relevant work experience in government, health care, consulting, or related fields.
* Prior experience leading complex, high-profile tasks or projects in the health care or government industries.
* Excellent management skills, including ability to analyze costs on multi-million dollar contracts, identify and mitigate risks, mentor staff, and lead large teams to complete work within tight timelines without compromising on quality.
* Interest in improving and researching government programs or providing technical assistance to health care entities.
* Ability to think critically and creatively to solve problems and respond to client requests in situations where guidance is unclear or absent.
* Excellent oral and written communication skills, specifically the ability to write clear and concise technical documentation and to speak with clients diplomatically.
* Strong analytic skills, including knowledge of quantitative and/or qualitative research methods.
* Work experience with a state or federal agency, a foundation, or health care program is highly desirable, as is prior experience working with Medicare or Medicaid data or supporting health care providers with quality improvement initiatives.
* Certifications demonstrating management proficiency and expertise, such as Project Management Professional (PMP) or Lean Six Sigma, are preferred. Experience with management tools, such as Microsoft Project and Jira, is also a plus.
* Some travel may be required
