Role and Responsibilities

Livelihoods and Partnerships Coordinator is responsible for the leadership and coordination, and technical oversight in the design and refinement, and implementation of livelihood projects, as it is linked to Outcomes 1.2-1.3 and Outcomes 2.1-2.2 and the integration and overall engagement of upland communities in agroforestry and promotion of access to markets through value chains to incentivize watershed management. The position shall provide technical direction and support to the livelihood initiatives.

Livelihoods Activities Management. Leads in defining site-specific strategic focus on livelihoods and its positive impacts as linked to the target Outcomes in coordination with the technical unit of the Project, Watershed Manager, and the Local Government Units (LGUs). Leads in identifying sustainable, market-based livelihoods with upstream and downstream communities that improve land and water management. Provides recommendations for new or adjusted project approaches based on updated information or situation in community.

Ensure fulfillment of livelihoods deliverables and objectives of the project. Takes an active role in the development of project plans focusing on livelihoods, including implementation schedules and their alignment with project deliverables. Manages selection of livelihood project beneficiaries. Ensures that livelihoods project activities are implemented based on workplan and recommends any possible approaches to make the project achieve a better impact. Perform and document regular monitoring of livelihoods activities.

Manages assessments and studies for livelihoods and enterprises in coordination with the technical unit, Private Sector Engagement Advisor, and Community Facilitator(s).

Assists in the resource mobilization activities in collaboration with the technical unit, Watershed Manager, Private Sector Engagement Advisor, and local government units.

Ensures cross-sectoral integration and coherence of livelihood strategies and activities to the target Outcomes by working closely with technical advisors and Watershed Manager.

Ensures compliance with LWR policies and procedures and USAID Rules and Regulations.

Program Quality and Technical Support. Serves as technical resource in integrated water resource management and sustainable livelihoods programming that are aligned with globally accepted standards. Identifies and builds on successful practices in livelihoods and natural resources management. Provides technical support to livelihoods projects, in close coordination with the technical unit, Watershed Manager, Community Facilitator, and local government units in the site.

Links community producers to technical providers of improved production technology (including training) and financing. Assists the communities in developing business plans for priority livelihoods and enterprises. Delivers capacity building and training for community enterprises.

Ensures alignment with LWR's Design, Monitoring, Evaluation, and Learning framework and project plans. Contribute to development of livelihoods indicators. Participates in the data collection and analysis of livelihoods indicators and recommendations; and assists in reports and better practices documentation in collaboration with the Technical Unit and M&E unit. Ensures alignment with Safe Water's complexity aware monitoring.

Partnerships, Advocacy and Representation. Facilitates convening of LGU and community stakeholders to identify water efficiency constraints and solutions. Assists the Safe Water WSS Specialist in convening LGU and community stakeholders to identify water efficiency constraints and solutions, in coordination with the Community Facilitator. Assists in the promotion of key messages that relate to sustainable livelihoods. Coordinate with local government and any organization that may collaborate for better contribution to the project and activities implementation. Ensures stakeholder participation throughout project cycle. Strengthen and promote community engagement.

Representation of LWR. Represent LWR as power of attorney in the Philippines and assist the Regional Finance and Administration Manager with maintenance of LWR's presence in the country. Serve as country safety and security focal point. Represent LWR's Philippines office at internal and external fora.

Qualifications and Education Requirements
  • Proficiency in verbal and written English.
  • 3 years progressive experience in in managing and implementing program that related to livelihoods and water resources management.
  • Demonstrated ability to work effectively with local government, community groups and other stakeholders
  • Proficiency using Word, Excel, PowerPoint, e-mail and web browser software
  • Excellent interpersonal skills and ability to work independently as well as in a team environment
  • Deep commitment to LWR's core values and ability to model those values in relationships with colleagues and partners
  • High level community engagement skills including planning, communication, presentation, facilitation, event management, evaluation, report writing and correspondence
  • Knowledge of program cycle including design, monitoring and evaluating development projects.
  • Good project management skills, including project planning and scoping, assessment, logistics and implementation
