We are looking for a teammate who can bring a balance of technical knowledge and people skills in support of the improvement, implementation, and maintenance of progressive and functional Human Resources/Payroll systems and processes. This position serves as the point of contact for system and process questions in all Human Resources and Payroll functional areas and assists with ensuring data integrity and efficient process execution. The ideal candidate will have a knack for noticing the details, but a clear view of the big picture; keeping in mind how systems and processes impact our employees, coworkers, and students. This position will provide supervision to assigned Human Resources staff.Duties and ResponsibilitiesEssential Functions:Management of Human Resources/Payroll Systems & Processes* Plans, analyzes, designs, and coordinates the activities and tasks of the computerized human resources (HR)/payroll data systems* Oversees the development and implementation of human resources/payroll software* Manages projects and schedules maintenance* Coordinates the development and implementation of human resources software, work plans, schedules and maintenance procedures* Researches, analyzes and determines compatibility of upgrades and enhancements to the HR data system including testing of data for system integrity* Responsible for evaluating issues which impact Banner HR modules or processes, forms, etc.* Researches, detects and evaluates any issues with the HR system making adjustments and recommending any procedural changes necessary for system integrity and efficiencies* Provides analysis, coordination and input on the development of HR modules/screens* Designs reports for HR systems; conducts analysis of HR systems; oversees the design of new forms and reports; coordinates with software vendors in HR functional, technical and contract issues* Provides technical knowledge of the system and recommends/implements changes to the system based on user needs and state and federal laws* Coordinates, implements and maintains system integration/interfaces with payroll, position control, student, financial aid, and financial systems making oversees changes/additions to rule and validation tables* Establishes and maintains HR data systems security levels to be assigned to users* Reviews HR/Payroll processes for efficiencies and improvements, leads projects* Act as a technical advisor for other HR functions, data, process, and system best practice. such as benefits administration; payroll system functions, adjunct/hourly hiring processes/procedures and legacy system information retrievalPayroll Systems & Processes* Coordinates HR/payroll information systems & activities both internal and external to the college* Provides guidance and coordination to refine processes and acts as a resource for troubleshooting issues* Develops, analyzes, revises, and implements training procedures; trains system users* Provides information, technical assistance and best practice for HR staff and other college system users* Attends meetings and participates on special task teamsData Management & Compliance* Directs the work of the HR System Analyst position; streamlines project implementation; gives guidance for reports/data sets* Conducts system audits and studies to monitor compliance with HR policies, procedures and applicable laws and regulations. Reviews and keeps abreast of new materials and HR system manual upgrades* Oversees department processes and report writing* Prepares data and statistics for administration dealing with negotiations, complaints, hearings, and arbitration processes; regulatory agency reports, and reports/information for college staff; prepares state/federal reports/surveys* Creates spreadsheets, salary schedules, and statistical data for Employee Relations/Executive teams upon requestSupervision & Leadership* Leads team to build on Lean principles: meets regularly with team to monitor pace and improvement activities using visual management tools; models proactive problem-solving and upholds adherence to standard processes through regularly scheduled Gemba walks* Supervises and evaluates HR staff members responsible for salaried, hourly, adjunct and student employment set-up, maintenance and termination in accordance with all employee association agreements and college policy and procedures including recommendation of hiring and termination of salaried and part-time and student employees* Evaluates and/or recommends disciplinary actions for the supervised employees* Reviews/recommends and approves staffing patterns and workload of these employees* Provides clear and concise instructions, communication of job expectations and evaluation of job performances* Resolves performance issues of the supervised employees; initiates and follow through of corrective actions including progressive discipline.* Trains, delegates and monitors workload, job duties and work schedules and any special projects to the supervised staff* Advises, assists, and serves as resource person to college staff and outside agencies regarding Human Resources policies and procedures and interpretation of collective bargaining agreements and handbooksInstitutional Expectations* Embraces diversity and actively collaborates effectively with a variety of students, staff and the public from diverse cultural, social, economic and educational backgrounds* Participates in recruitment and retention of students at an individual and institutional level in promotion of student success* Embraces, understands and uses appropriate technology tools to accomplish job functions* Provides high quality, effective service to internal and external customers through continuous improvement and adoption of lean office practicesQualificationsMinimum Qualifications:High School Diploma/General Equivalency Diploma (G.E.D.) -and- three (3) years of experience as an administrator or functional user of a computerized HRIS system* OR-Associates Degree -and- two (2) years of experience as an administrator or functional user of a computerized HRIS SystemPreferred Qualifications* Experience working with the administration of computerized payroll, employee benefits, human resources information or related systems* Two years of experience with data analysis* Demonstrated experience planning & managing projects through implementation* Experience working in Higher Education* One year of supervisory experience or possession of employee development certification* Experience with Ellucian BannerSupplemental InformationWhen applying for this position you will be required to attach the following electronic documents:* The committee for the Operations Manager position will not be requesting a cover letter or resume.
