Penn State is a leader in higher education and engages in teaching, research, and service. Founding President Evan Pugh combined theoretical studies of scientific education with practical applications. A college of medicine and teaching hospital, Pennsylvania College of Technology was formed in 1989 in Williamsport and affiliated to the University. Penn State's online World Campus graduated its first students in 2000 and now enrolls more than 12,000 students. Penn State established 24 campuses located throughout the Commonwealth. In 1855, Commonwealth declared it one of the nation's first colleges of agricultural science with a goal to apply scientific principles in farming. Penn State’s research expenditures exceeded $1 billion in fiscal year 2019-20 that places Penn State as research universities nationwide. The Board of Trustees reviews and approves the budget and guide goals, policies, and procedures of the University. University had won international distinction for investigations in dairy science and other specialized fields in the year 1967.
