Job SummaryThis position is responsible for performing difficult professional and administrative work providing assistance to the Deputy Chief of Police and Chief of Police in the administration of the Police Department. Incumbent must be versatile, and highly motivated. The work can be dangerous with moderate physical demands. Position is subject to functional policies and goals under the managerial direction of the Chief of PoliceEssential Job Functions* Responsible for the day to day operation of either the Field Services Bureau (Patrol, Crime Analyst, Criminal Investigations Unit, and Accreditation) or Administrative Services Bureau (Neighborhood Services, Administrative and Fiscal Support, Training, Photo and Parking Enforcement, Support Services and Public Safety Communications) of the police department or any other supervisory duties as assigned by the Chief of Police.* Plans organizes, schedules, assigns, and directs the work of both sworn and non-sworn supervisors and line personnel either directly or through subordinate supervisors.* Responsible for ensuring that appropriate staffing levels are maintained and daily assignments are made and completed.* Responsible for the department coordination and recording of assignments that are given to patrol teams as well and the other units within the police department. These assignments may come from a variety of sources such as other officers, community members, city employees, Mayor and Council.* Serves as a police department representative while interacting with members of the community, community groups, business representatives, school officials and other prominent persons.* Assures that the concept of Community Policing and Problem Oriented Policing are integrated into all activities, assignments and programs.* Receives and deals with requests from the general public, city employees and other allied law enforcement agencies. These types of requests can range from calls for assistance in joint ventures, to nuisance complaints.* Develops and maintains cooperation with Federal, State, County and local law enforcement agencies and with City residents, departments and officials.* Attends meetings held throughout the City, gives oral presentations and deals with any issues raised.* Participates in the planning and execution of several special events held during the year. Develops and maintains a good working relationship with other City departments.* Supervises and reviews performance appraisals and counseling of employees by supervisors.* Conducts performance reviews and recommends discipline for those directly supervised.* Receives and takes action on complaints from citizens and other parties.* Directs and/or conducts investigations as required.* Takes or recommends appropriate disciplinary action in accordance with the Law Enforcement Officer's Bill of Rights, City Personnel Policy and Procedure and departmental general orders.* Serves as liaison for the District Court and Circuit Court regarding officer's attendance and absence issues.* Assists in preparing the budget, oversees their assigned Bureaus budget, develops controls and ensures accurate financial records are kept for audit purposes.* Monitors and recommends training requests from Bureau personnel to ensure that the training meets the needs of the department, the employee and is within the department's budget.* Approves requests for purchases made by assigned Bureau officers from their yearly clothing allotment.* Reviews all daily reports and enforcement completed by assigned bureau personnel. If errors are made or information is missing, ensures this information is obtained and errors are corrected.* Reviews time and attendance records. Approves leave or schedules changes as requested.* Reviews existing policies and procedures and recommends changes as necessary to ensure clarity and compliance with changes in the law and standard police practices.* Assists the Department's Accreditation Manager whenever requested.* Oversees and ensures employees are trained in compliance with the Maryland Police Training and Standards Commission.* Responds to calls for service as needed, takes command of major incidents coordinating activities as determined by the nature of the situation and the probably impact. Ensuring that the laws of the City of Rockville and the State of Maryland are upheld and that law and order is maintained within the boundaries of the City of Rockville and the rights of its community members are protected.* Participates in required senior Police staff discussions, which establish and update major Police Department policies and procedures.* Assists in ensuring police vehicles are properly maintained, inspected and reports are submitted to the Chief of Police when required.* Monitors and directs the background investigations for prospective police officers and is involved in the interview/selection process.* Promotes the morale and integrity of department personnel, recognizes deserving personnel, and serves as a role model with respect to work productivity, adherence to standards, interpersonal relations, physical fitness, and appearance.* The Police Major can be designated as the second in command of the police department and when assigned, acts on behalf of the Deputy Chief of Police and/or Chief of Police during their absence.* Performs other duties as assignedQualificationsEducation and Experience:Bachelor's degree in a related field; and seven years of progressively responsible experience within a police department, with a minimum of three years in a command position with management and supervisory responsibility, preferably within the State of Maryland.Special Qualifications:Must possess a valid driver's license and a good driving record. Must be able to pass a thorough background investigation without prior convictions. Must be able to successfully pass all pre-employment contingent testing (medical screen, drug screen, polygraph examination and psychological exam). Certification by the Maryland Police Training and Standards Commission, or the ability to obtain the certification within 12 months of hire.
