The successful candidate will lead the planning and execution of all contractor project activities, interfacing with and reporting to the VA, and completion of corporate project management tasks. The ideal candidate will have the ability to influence and build strong relationships across multiple Cognosante programs, and across the VA; they will also have the ability to cultivate strategic business partnerships. Candidates must be comfortable building strong teams, monitoring and directing junior to senior team members, and working with significant stakeholders, including multiple levels of managers and executives with Cognosante, the VA, and our partners. This role requires a passion and commitment to supporting the VA in meeting the needs of our Veterans and their families
The successful candidate will be responsible for all aspects of project management, across remote and on-site Cognosante and subcontractor teams. The candidate will be responsible to: manage to cost, schedule and performance targets, while maximizing client satisfaction, identify and mitigate risks, and display appropriate business acumen to both manage project financials, and identify and pursue organic growth opportunities. The candidate must be an effective communicator and collaborator, and a mature and empathetic leader
**Key responsibilities (Bullets)**
Client Relationship Management:
+ Serve as the primary Point of Contact (POC) for communicating with the VA and with internal and partner executive leadership and teams on any issues that arise, and for on-going discussion of progress
+ Develop a keen understanding of program goals and requirements, and develop and enact a vision to both meet the customer's current needs, and for evolution of the program to meet changing client needs
+ Develop deep familiarity with the contract stipulations, and work closely with Cognosante Contracts and the VA on all contract-related actions to ensure alignment with contractual requirements and scope
+ Staff Management:
+ Hire, retain and grow capable and effective project team members
+ Deploy team building and professional development strategies to create high-performing teams
+ Closely monitor and manage team members across the program to align with the staffing plans, schedule, and cost constraints and goals
+ Drive the development of subcontract Statements of Work (SOWs) and work closely with Cognosante Subcontracts and Cognosante Program Finance to finalize and execute the subcontracts.
+ Ensure that subcontractor staff are well integrated into the project team
+ Monitor subcontractor performance and adherence to Service Level Agreements (SLAs)
+ Ensure a high level of quality across all program outcomes
+ Identify and execute on opportunities for process improvements
+ Monitor contractual SLAs to ensure all are met or exceeded.
+ Report SLAs to executive leadership and/or client, as needed
Scope, Schedule, Risk and Change Management:
+ Support the development of program and project requirements and review requirements documents to ensure business, functional and technical requirements are complete and consistent with the contract
+ Develop and maintain a comprehensive project management plan, Integrated Master Schedule, and resource allocations, and ensure program-level deadlines are met
+ Anticipate program challenges and risk scenarios and prepare, lead, and execute proactive response strategies to ensure optimal results
+ Devise and deploy scope management strategies to avoid scope creep while managing client expectations in accordance with established change control procedures
+ Understand Cognosante and VA management and development methodologies/ standards and ensure the project team is applying them consistently in the development of deliverables
+ Ensure targets for contractual performance metrics/SLAs are met or exceeded, or provide analysis and communication to the VA to ensure appropriate focus on critical attention areas
+ Ensure deliverables meet or exceed the customer's expectations and are submitted according to schedule
+ Drive the development and maintenance of the program's financial (P&L) model, in conjunction with Cognosante Program Finance
+ Ensure the program is managed so as to keep within the established budget and meet the program's financial targets
Performance Management and Reporting:
+ Utilize performance metrics to track, manage, and analyze project performance; communicate findings and proposed actions internally and to the VA, as appropriate
+ Develop and deliver internal and client-facing program reviews, status reports, performance reports and other communications
+ Identify additional VA needs and drive organic growth within the program, in alignment with the targets required by Cognosante's executive management
+ Bachelor's Degree in Engineering, Computer Science, Systems, Business or related scientific /technical discipline.(8 years of additional relevant experience may be substituted for education)
+ 10+ years of experience managing Information Technology related projects
+ Must have experience managing Information Technology related projects
+ Must be well versed in life cycle and project management methodologies
+ Must have experience in tracking costs, schedule and performance progress
+ Must be able to identify and mitigate risks

**Additional Minimum Qualifications**
+ PMP certification
+ Extensive experience managing information security/cybersecurity projects, and fulfilling all the responsibilities listed above
+ 8+ years experience applying PMI PMBoK methodology and artifacts to manage projects and programs, and five years' leading VA or DoD engagements (or comparable federal agency)
+ 5+ years experience leading mid-size or large projects (> $15M/year revenue)
+ Demonstrated ability to establish large, geographically-dispersed teams leading operations support work, in a demanding, 24/7, customer-service-oriented environment
+ Must be able to obtain Moderate-Risk/MBI clearance
+ U.S. citizen
+ Proficiency with implementing and using endpoint security tools such as McAfee or Cloudstrike - a big plus
+ Must be capable of working closely with the VA PM and technical resources to understand issues and work toward resolution
+ DevOps or ITIL certifications
+ Proficiency with MS Office Suite, including MS Project and SharePoint
+ Experience with VA's configuration of IBM Rational Toolset for management, configuration and reporting of work products
+ Excellent written and verbal communication skills
+ Strong leadership, interpersonal, presentation and negotiation skills to effectively: manage direct and indirect reports, interact with partners and clients, and develop new business
+ Strong creative, analytical and problem solving and trouble-shooting skills
+ Strong ability to foster collaborative work in dynamic team environment
+ Strong management skills to select, develop, mentor, and motivate team members
+ Ability to communicate clearly with all levels in an organization
+ Active Moderate-Risk/MBI clearance
