Position Description:

  • Serve as a legal advisor to the Deputy Director, National Programs Special Management Staff (NPSMS)
and serve as the primary advisor for security policy and legal issues pertaining to the DoD Office of
Military Commissions (OMC).
  • Provide NPSMS leadership high-quality policy advice and legal expertise based upon a solid process of
legal analysis and research.
  • Assist NPSMS team in reviewing legal material and any other relevant documents to identify the most
important issues that need to be prioritized for action.
  • Develop, coordinate, and implement strategic guidance to manage complex security and legal issues
affecting program management and the security procedures/policies of SAP management.
  • Assess the efficiency and effectiveness of organizational policy across the SAP enterprise and
spearhead interagency coordination of all security requirements and procedures.
  • Ensure all NPSMS policies and actions are in compliance with pertinent laws and organization
guidance, in order to minimize legal exposure and liability.
  • Act as interagency liaison officer, coordinating joint efforts and maintaining accountability of all
assigned tasks.
  • Provide legal recommendations for program stakeholders, ensuring DoD and IC equities are
recognized, elevated and protected at all levels.
  • Directly support the National Security Council, as well as the White House and Intelligence Community
stakeholders, regarding the OUSD (I) mission.

Basic Qualifications:

  • Five years or more experience providing legal advice on complex problems, investigations,
sensitive litigation, crisis management, development of national security legal policy,
constitutional law questions, privacy, public affairs, and congressional oversight.
  • Juris Doctor or higher law degree
  • Demonstrated experience researching, writing, and coordinating executive-level information and
staff packages.
  • Demonstrated experience briefing and providing recommendations, courses of actions and
decision support materials to senior level officers and appointees on sensitive, political topics
and/or contentious issues.
  • Demonstrated experience writing policy and procedural issuances, according to all applicable laws
and directives. Must also have experience presenting the new information in a clear, concise
manner to all stakeholders for their understanding and adoption.
  • Knowledge of information, physical, personnel and SAP security programs, policies, and procedures.

Security Clearance:

  • Must have an active US Government TS/SCI clearance

Tasks

  • Interview clients to determine their current income, expenses, insurance coverage, tax status, financial objectives, risk tolerance, or other information needed to develop a financial plan.
  • Answer clients' questions about the purposes and details of financial plans and strategies.
  • Recommend to clients strategies in cash management, insurance coverage, investment planning, or other areas to help them achieve their financial goals.
  • Analyze financial information obtained from clients to determine strategies for meeting clients' financial objectives.
  • Implement financial planning recommendations or refer clients to someone who can assist them with plan implementation.
  • Review clients' accounts and plans regularly to determine whether life changes, economic changes, environmental concerns, or financial performance indicate a need for plan reassessment.
  • Manage client portfolios, keeping client plans up-to-date.
  • Contact clients periodically to determine any changes in their financial status.
  • Prepare or interpret for clients information such as investment performance reports, financial document summaries, or income projections.
  • Recruit and maintain client bases.
  • Explain to clients the personal financial advisor's responsibilities and the types of services to be provided.
  • Investigate available investment opportunities to determine compatibility with client financial plans.
  • Guide clients in the gathering of information, such as bank account records, income tax returns, life and disability insurance records, pension plans, or wills.
  • Monitor financial market trends to ensure that client plans are responsive.
  • Recommend financial products, such as stocks, bonds, mutual funds, or insurance.
  • Meet with clients' other advisors, such as attorneys, accountants, trust officers, or investment bankers, to fully understand clients' financial goals and circumstances.
  • Devise debt liquidation plans that include payoff priorities and timelines.
  • Open accounts for clients and disburse funds from accounts to creditors as agent for clients.
  • Inform clients about tax benefits, government rebates, or other financial benefits of alternative fuel vehicle purchases or energy efficient home construction, improvements, or remodeling.
  • Conduct seminars or workshops on financial planning topics, such as retirement planning, estate planning, or the evaluation of severance packages.
  • Recommend environmentally responsible investments, such as cleantech, alternative energy, or conservation technologies, companies, or funds.
