Spectrum Management Engineer/Team Lead #AFHC-7706

Position: Spectrum Management Team Lead/Engineer

Location: McLean, VA

Clearance: Active Secret clearance or ability to obtain/maintain one

Summary: NASA has selected ASRC Federal Technical Services to provide support services including program resource control under a contract with the NASA Headquarters Space Communication and Navigation (SCaN) office within the Human Exploration and Operations Mission Directorate (HEOMD). SCaN has responsibility for various functions related to planning and operation of space communications networks supporting NASA flight missions.

Responsibilities:

  • The Spectrum Team Lead will serve as a professional authority and project team lead with expert level knowledge in the field of spectrum management for achieving the goal of obtaining and protecting international frequency allocations for NASA missions.
  • The spectrum team lead will lead expert staff in supporting domestic and international regulatory activities, including participation in the work of the Radiocommunications Sector of the International Telecommunication Union (ITU-R), as well as that of other related international and/or intergovernmental organizations, as required.
  • Leads staff to analyze, model and simulate radio communications architectures and systems to address potential radio frequency interference and potential frequency sharing.
  • Interacts with government and international stakeholders; presents solutions to stakeholders and establishes/refines procedures for analysis
  • Provides technical oversight of spectrum engineering team; reviews customer requests and deliverables and balances scheduling/workloads related to staff and or subcontractors in providing spectrum support
  • Coordinates tasking, schedules, milestones, and deliverable for multiple activities; plans and makes best use of human capital; assign tasks, responsibilities, and dates for task completion
  • Interfaces routinely with customer, providing technical status reports/presentations as needed
  • Oversees travel plans and ODC budget and plans objectives and goals for staff

Requirements:

  • Ability to plan, organize, lead and direct staff to support multiple goals and objectives to deliver complex spectrum managment and engineering products and services
  • Subject Matter Expert in analysis of modeling and simulation tools to conduct radio frequency interference of active and passive space based sensors.
  • Presentation and representational skills sufficient to advocate for NASA in domestic and/or international spectrum management fora, including the ability to act on behalf of NASA and/or provide recommendations on a course of action, as appropriate
  • Ability to analyze technical and regulatory policy documents and brief high level management with the data pertinent to NASA
  • Ability to travel (travel approximated at 25%)
  • Experience with analyzing interference mitigation techniques, propagation models, and interference analysis and compatibility. These efforts involve the development of both Lab View software and custom hardware design along with the development of system level simulations for terrestrial and space based communication system links using MathCAD, Visualyse and other software based RF analysis and design tools.
  • Subject matter expert in spectrum management regulatory policy to include knowledge of ITU, NTIA, IRAC (and its subcommittees), and the FCC
  • Engineering expertise in space communications and/or navigation networks (design, operations, and maintenance), technologies, and/or space data standards
  • Technical expertise in definition of requirements, concepts of operation, architecture, integration, verification, and validation
  • Expertise in U.S. national spectrum regulatory issues and procedures

Education/Experience:

  • MS in a in at least one scientific or engineering discipline
  • 8 to 10 years of relevant work experience
