Substance Use Disorder-Clinical Supervisor Correction Specialist 4 (CS4) Health Services Headquarters Tumwater, WA The Department of Corrections is seeking a highly motivated and qualified individual to take on the crucial role as the Substance Use Disorder Clinical Supervisor within the Health Services- Substance Abuse Recovery Unit (SARU). This is a full-time permanent position working Monday through Friday 8am-5pm, located at Department of Corrections Headquarters in Tumwater, Washington. Under the direction of the Substance Use Disorder Programs Administrator, this position provides clinical supervision, consultation, training and oversight to the Department of Corrections staff located throughout Washington State and provides managerial oversight to agencies contracted with the Department that are privately owned and operated delivering evidenced based interventions. In collaboration with other divisions and entities including Prisons, Work-Release, Community Corrections, and external stakeholders, this position strives to enhance community safety, reduce the cycle of substance abuse and hold offenders accountable through effective correctional programs. Duties:This position clinically supervises statewide approaches impacting quality assurance, Statewide Opioid Overdose Response, Assessment, Prison Clinical Services and Community Drug Offender Sentencing Alternative (DOSA) substance use disorder services, and ensures that offenders in need of services are provided with high quality, clinically responsive life-saving interventions. Additionally, when supervised individuals sentenced to DOSA in the community are non-compliant, this position works with community agencies to develop appropriate compliance protocol. Some of the key responsibilities of a Substance Use Disorder Clinical Supervisor (CS4) include: Establishes and provides oversight for statewide policies, procedures and practices defining the delivery of Substance Use Disorder evidenced based servicesEnsures the design, development and delivery meet performance standards and are in consistent with RCW's and WAC's Develops and facilitates statewide clinical service orientation and trainings for DOC and contract staff Manages the implementation and oversight of data development and collection processes Manages and develops statewide behavioral health clinical service delivery in DOC facilities and the communityEnsures all SARU and contract staff are trained in new and emerging clinical models of substance use disorder treatment and effective interventions Recommends and implements ongoing process and content improvements of clinical interventions Facilitates continuous process improvements and informs gender responsive programming and other new best practice and research clinical models Works collaboratively with administrators, superintendents, and senior leaders across divisions as well as contracted residential providers to determine location, frequency and duration of clinical services, program development, and develops the plan to implement continual program improvements across the continuumProvides consultation and technical assistance for SUD clinical services Conducts frequent travel to DOC and contract treatment sites including prisons and violator facilities and stand along residential facilities Provides subject matter expert leadership regarding evidence based treatment to include opioid use disorder approaches Qualifications:Required Qualifications: Must have a Washington State "Substance Use Disorder Professional" license issued from the Department of Health; This is a senior-level position requiring a minimum of 5 years' of experience providing clinical supervision in a Substance Use Disorder treatment program; (meeting the eligibility requirements as a Clinical Supervisor per WAC 246-341); Bachelor's Degree in areas such as Counseling, Social work, Psychology, or other related behavioral field from and accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA) or a foreign equivalent.; Proficient at technical writing; Proficient in the utilization and practice of American Society of Addiction Medicine (ASAM) clinical case management; Proficient in operationalizing, understanding and interpretation of WAC 246-341; Working knowledge of the principles and practices of program planning, evaluation and contract monitoring; Proficient in the interpretation and practice of WA state and Federal laws governing the confidentiality of client records (CFR 42 Part II) Proficient in making definitive decisions regarding the proper release of client information and records Desired Qualifications: Master's Degree in areas such as counseling, social work, psychology, or other related behavioral health care field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education accreditation (CHEA) or a foreign equivalent Experience working in correctional settings with incarcerated individuals or individuals supervised in the community
