### Summary
Incumbent serves as the Program Manager for the Business
Intelligence Team within the Western Service Center.

### Responsibilities
Incumbent serves as the manager of a cross-functional team
responsible for conducting historical and predictive trend analysis,
integrated products, and work activities that directly impact the
tactical and strategic objectives of the Service Area (SA)
organizational units; and often impact the objectives of the FAA as
a whole. Duties typically include: strategic planning, communicating
the organization's vision and objectives, setting priorities,
assigning tasks and responsibilities, monitoring and evaluating
performance of organizational units, coaching and developing staff
and organizational capabilities, approving leave, and taking,
recommending or approving corrective/disciplinary action, as
appropriate.
Integrates work of multiple organizations to meet strategic goals of
the organization and the FAA, participates in strategic planning for
the FAA and makes commitments (program, budget, etc.) for a major
organization. ·
Defines, acquires, and allocates budget, staff, and other resources
to accomplish objectives for multiple organizational units/projects/
programs and across multiple functions and/or disciplines.
Leads subject matter experts (SME) who specialize in the development
of new and innovative approaches, methodologies, techniques and
process improvements, e.g., Business Acumen and analytics. The team
is responsible for evaluating the relationships between major
program changes and status of organizations, through partnership
with the SA Analyst and SME to create actionable products that
provide predictive and prescriptive analytics to enable informed
management decisions.
Applies a detailed knowledge of the technical aspects of the work
that is directed, and applies a thorough understanding of the
principles of management and strategic planning, and the ability to
integrate the work of multiple organizational
units/projects/programs to accomplish mission objectives. Leads a
team that supports Service Center (SC) groups in conducting
requirement interviews, analyzing documents, and drawing connections
so that Service Unit (SU) organizations are able to develop clear
business decisions and formulate processes using task and workflow
analysis, i.e., Business Analysis Body of Knowledge (BABOK) baseline
standards.
Evaluates multiple sources to resolve conflicts and differentiate
between actual and required user needs while effectively
communicating with internal teams and external organizations to
deliver functional requirements. Requires a high level of problem
solving that may involve data or systems analysis to determine
causal factors, and identify and affect solutions. Has broad
discretion to ensure the alignment of organizational goals and
policies and the requirements of the projects and/or other work
activities.
Through partnership with the SA Analyst or SME, provides advice to
SA Leadership for proper program plann1ng and effective
decision-making. Uses strong analytical reasoning to understand end
user's requirements and transform them into operational
applications. Develops and recommends approaches to address current
and anticipated problems and issues.
Leads SA Analysts or SMEs to identify and resolve challenging
problems or issues that often cross organizational boundaries and
impact on the accomplishment of strategic objectives. Defines and
develops internal policies and procedures; predicts potential issues
and proposes preventive actions using business analysis techniques.

### Qualifications
To qualify for this position, you must demonstrate in your resume
that you possess one year of specialized experience equivalent to
the next lower grade/pay level (FG-14/FV-J) in the Federal service.

creditable, specialized experience must have been equivalent to the

data strategies to extract reporting activities; communicating high
