Job Description

Responsibilities:

The Program Chief Architect will work to understand customer needs, validate solutions, and define and create the architectural depictions and documents to ensure seamless deployment and address all customer priorities, including performance, functionality, quality, Section 508 compliance, ease of use, and security considerations. The Program Chief Architect will provide technical expertise, direction, and leadership to develop and communicate the program vision. Duties and responsibilities will include, but are not limited to:

Lead development efforts for a portfolio of healthcare applications with an Agile approach that supports incremental development of high quality, fully-tested components, delivered every 2 weeks
Define software architectures that provide security, scalability, fault tolerance, and optimal performance
Proactively support each portfolio project lead with managing and prioritizing sprint backlogs according to business value, complexity, and expectations
Generate project basis of estimates for functional and nonfunctional requirements (e. g., performance, scalability, sustainability and maintainability)
Implement DevOps practices and technologies to include Continuous Integration/Continuous Delivery, Automated Testing, and Configuration Management/Versioning
Write product specifications and design documentation for system components, organizing review and/or release of documentation as required
Ensure product release readiness for customers and end users
Support development and test teams in acceptance testing, Section 508 Compliance, troubleshooting, load testing, capacity planning, and performance tuning as required
Create and maintain documentation of stakeholder needs, visualizations, stories, and other sources of requirements information for functional and non-functional requirements
Provide senior level architecture support for the Advanced Technology Team by assisting with business/technical needs (Corporate Initiatives, Architecture Review Board, etc.)

Qualifications

Bachelor s degree in engineering or related scientific or technical discipline with sixteen (16) years of related job experience. Six (6) years of additional relevant experience may be substituted for education.
Minimum Ten (10) years technical architecture experience, including a variety of programming languages, platforms, and operating systems
Knowledge and experience with tools for Agile and SecDevOps (e. g., AWS, Azure, Jenkins, Docker, Kuebernetes, GitHub, etc.)
Prior VA architecture and systems development hands-on experience
Prior VA Community Care systems architecture experience
Ability to lead technical professionals in a highly collaborative, team-based environment
Hands-on experience developing or customizing enterprise-level software solutions
Extensive knowledge of and experience with software development lifecycle and processes, specifically in an Agile, SCRUM environment, including development tools such as JIRA
Ability to facilitate and coordinate efforts with key government and non-government stakeholders
Outstanding written and verbal communication skills
Experience must also include:

Significant knowledge and or experience with VA infrastructure and software development
Intermediate technical knowledge of information security concepts and technologies
Familiarity with risk management and a proven track record in successful project execution

Proven leadership ability
Must be able to travel when needed
Ability to obtain a Public Trust clearance

Perferred/Desired Skills

Master s degree preferred
PMAS/VIP and ProPath experience
Rational toolset experience
Experience with Section 508 compliance

Tasks

Prepare scale drawings or architectural designs, using computer-aided design or other tools.

Plan or design structures such as residences, office buildings, theatres, factories, or other structural properties in accordance with environmental, safety, or other regulations.

Direct activities of technicians engaged in preparing drawings or specification documents.

Prepare contract documents for building contractors.

Prepare information regarding design, structure specifications, materials, color, equipment, estimated costs, or construction time.

Meet with clients to review or discuss architectural drawings.

Integrate engineering elements into unified architectural designs.

Administer construction contracts.

Consult with clients to determine functional or spatial requirements of structures.

Develop marketing materials, proposals, or presentation to generate new work opportunities.

Develop final construction plans that include aesthetic representations of the structure or details for its construction.

Conduct periodic on-site observations of construction work to monitor compliance with plans.

Monitor the work of specialists, such as electrical engineers, mechanical engineers, interior designers, or sound specialists to ensure optimal form or function of designs or final structures.

Plan layouts of structural architectural projects.

Design or plan construction of green building projects to minimize adverse environmental impact or conserve energy.

Represent clients in obtaining bids or awarding construction contracts.

Design structures that incorporate environmentally friendly building practices or concepts, such as Leadership in Energy and Environmental Design (LEED) standards.

Perform predesign services, such as feasibility or environmental impact studies.

Inspect proposed building sites to determine suitability for construction.

Create three-dimensional or interactive representations of designs, using computer-assisted design software.

Design environmentally sound structural upgrades to existing buildings, such as natural lighting systems, green roofs, or rainwater collection systems.

Gather information related to projects' environmental sustainability or operational efficiency.

Prepare operating and maintenance manuals, studies, or reports.

Calculate potential energy savings by comparing estimated energy consumption of proposed design to baseline standards.
