CACI is looking for an accomplished Senior Proposal Manager with a Top Secret Clearance to work on proposals (above $500M) for customers in various Federal Government agencies, including the DoD and Intel Community. We are looking for someone who has been working in this industry for 10+ years and has an ACTIVE TOP SECRET with eligibility for TS/SCI.

More About the Role:

  • Manage collaboratively with Capture Managers, Solution Architects, Senior Executive Line Managers, Consultant Subject Matter Experts and teammates during the capture phase to pre-position proposal concepts into capture strategy and planning for the company’s strategic proposal efforts.

  • Translate capture and proposal approach into strategy.

  • Plan, strategize, and position the proposal, including developing win themes, best value propositions, discriminators, and graphics.

  • In the absence of a draft solicitation, develop an internal draft solicitation to baseline proposal development prior to the final solicitation release.

  • Analyze and assess content being developed and provide feedback to writers.

  • Forecast and identify risks and gaps to the proposal before they arise and proactively develop solutions.

  • Routinely and expertly serve as cost/pricing volume lead, or on occasion work with Capture Manager and the line organization management to identify cost/pricing volume lead; ensure cross-pollination and consistency between all volumes.

  • Work with Color Review Lead to ensure sufficient time/resources/reviewers are aligned for color team reviews.

  • Prepare status reports and briefings for Senior Executive management; prepares, presents, conducts, and participates in reviews at all stages in the proposal including during the capture phase.

  • Assists line managers and staff in understanding and implementing capture management and proposal development best practices; provides on the job and just in time training accordingly to line staff, proposal writers and reviewers as needed.

  • Acts as a liaison with the Contracts department if support in negotiating contracts is needed.

  • Manage across the functional organizations to ensure complete and timely support of the proposal.

  • Establishes short and long-term proposal objectives consistent with organizational strategy.

  • Implements strategic initiatives in support of goals established by functional leadership.

  • Actively participates in planning and policy development issues.

  • Prepares and monitors proposal budget.

You’ll Bring These Qualifications:

  • Bachelor's degree or equivalent.

  • 10+ years of related proposal preparation experience in a government contracting environment.

  • Must have experience managing proposals in a cleared environment preferably with the Intel Community and DARPA customers.

  • 3+ years supervisory/management experience.

These Qualifications Would be Nice to Have:

  • Experience working with Virtual Proposal Center and TEAMS/SharePoint preferred.

  • SCI-eligibility preferred.

  • Proposal preparation experience in a government contracting environment, specifically with strategic proposals over $500M-1B.

  • Experience working Research & Development type bids, including support of customers such as DARPA and IARPA.

  • APMP CF certification is a plus.

The proposed salary range for this position is:

$95,500-$210,100
