Job Summary

Under administrative direction of the Senior Operations Manager, performs highly complex and technical engineering duties. Assist in budget preparation, coordinate the RFP process, and supervise staff.

Overview of Duties and Responsibilities

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. In addition, specifications are intended to outline the minimum qualifications necessary for entry into the class and do not necessarily convey the qualifications of incumbents within the position.
  • May supervise staff to include prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations.
  • Oversees engineering projects to include defining project budget, developing, reviewing, and approving designs, and performing data analysis.
  • Coordinates the RFP process to include establishing specifications, evaluating vendors, and making final recommendations and manages engineering and consultant contracts including deliverables and pay requests.
  • Provides assistance to homeowners, developers, engineers, regulators regarding engineering related issues.
  • Reads and maintains records and prepares various reports.
  • Serves as registered Professional Engineer for public welfare and safeguarding of life, health, and property.
  • Assists in the preparation of the budget for the section.
  • Performs related duties as required or assigned.
Required Knowledge, Skills and Abilities

Knowledge of :
  • Modern principles and practices of civil engineering.
  • Principles and practices of project management and administration.
  • Principles and practices of project budget preparation and control.
  • Design layouts.
  • Principles of supervision, training, and performance evaluation.
  • Methods, materials, and techniques used in civil engineering projects including those used in the design and construction of development projects.
  • Principles and practices of business correspondence and technical report preparation.
  • CAD software.
  • Modern office procedures, methods, and equipment including computers and supporting word processing, spreadsheet applications, and specialized engineering software programs.
  • Occupational health and safety standards.
  • Pertinent federal, state, and local codes, laws, and regulations pertaining to public works design and municipal engineering, construction, and civil engineering.
  • Excellent written and oral speaking skills.
Ability to:
  • Prepare, review, interpret, and analyze engineering plans, drawings, specifications, contract documents, and engineering reports for conformance to professional standards and approved budgets.
  • Perform engineering computations and calculations.
  • Read and interpret various types of maps.
  • Prepare to review project designs.
  • Prioritize and assign work.
  • Maintain detailed project management records and documentation.
  • Prepare clear and concise administrative and technical reports.
  • Use a computer and applicable software applications.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.


Minimum Qualifications

Any combination of education and experience sufficient to successfully perform the essential functions of the job qualifies.
  • Bachelor's degree from an accredited college or university with major course work in civil engineering or a related field.
  • Four years of increasingly responsible professional civil engineering experience.
  • Possession of a valid Georgia Certificate of Registration as a Professional Engineer (PE) is desirable though not required.
  • Possession of a valid Georgia Class C driver's license.
Physical Demands

Physical: Primary functions require sufficient physical ability and mobility to work in an office setting and field environment and operate office equipment. Continuous sitting and upward and downward flexion of neck; fine finger dexterity; light to moderate finger pressure to manipulate keyboard, equipment controls, and office equipment; pinch grasp to manipulate writing utensils. Frequent side-to-side turning of neck, walking, standing, bending, stooping, pushing/pulling, and twisting at waist; moderate wrist torque to twist equipment knobs and dials; lifting objects weighing up to 20 lbs. from below waist to above shoulders and transporting distances up to 50 yards. Occasional squatting, kneeling, and reaching above and at shoulder height; moderate grasping to manipulate reference books and manuals; lifting objects weighing 20-35 lbs. from below waist to above shoulders and transporting distances up to 50 feet.

Vision: See in the normal visual range with or without correction; vision sufficient to read computer screens and printed documents and to operate equipment.

Hearing: Hear in the normal audio range with or without correction.

In the role of Civil Engineer, we are responsible for managing and overseeing the construction of infrastructure. Our primary goal is to assist in the development of roads, bridges, railways, and airports. We maintain the current condition of the infrastructure. We conduct on-site visits and attend a diverse variety of council meetings to stay involved in the construction projects. Functioning as Civil Engineers, we are accountable for working and dealing collaboratively with the engineering team members, project managers, and vendors. We also plan and track the capital project designs that are provided to us.
