Job Summary:

Tactica Management Services, LLC (TMS) provides clients with a broad spectrum of technical services that integrate asset management, master planning, and GIS capabilities to provide a detailed real property management framework that can evolve with the needs and objectives of our clients. TMS uses a multidisciplinary approach to combine concise data collection with stringent technical analysis to deliver an adaptable knowledge platform to manage the intricacies of real property and real property assets.

Job Description and Responsibilities:

Tactica Management Services, LLC is looking to fill the Military Master Planner contractor position. The Military Master Planner will direct, plan, prepare, and develop documents in compliance with Federal and DoD policies. The Military Master Planner will direct the work of others in the completion of required studies, to include but not limited to Vision plans, Capacity Utilization Studies, Requirements Analysis, Area Development Plan - Area Development Execution Plan, and Installation Planning Standards. The contractor must be familiar with leading Planning Charrettes, developing DD Form 1391 (Pax System), and cost estimation for DoD facilities. As the Military Master Planner, the contractor must have the ability to travel to facilitate data collection and charrettes, in-person and distance stakeholder and agency coordination, and have interview and project programming experience.

Minimum Required Knowledge:
  • 6+ years of direct military master planning and programming experience
  • Knowledge of execution for Area Development Plans, Installation Development Plans, Facility Requirements Analyses, Capacity Utilization Studies, Planning Charrettes, and DD Forms 1391 Development, as well as use of the PAX system
  • Knowledge of computer hardware and software programs indigenous to the practice of military planning, such as ASIP, RPLANS, ISR, HQIIS, PAX system, etc.
  • Solid understanding of GIS use, principles, data standards, and projections
  • AICP
Minimum Required Skills:
  • Effective communication skills - technical writing skills, PowerPoint, Acrobat, and Microsoft office software, including advanced use of Microsoft Excel (preferred)
  • Creative critical thinking skills to gather relevant information to solve less well-defined planning problems
  • Ability to work on several projects or issue simultaneously
  • Ability to manage time effectively and meet firm deadlines
  • Direct others in the completion of required studies/reports
  • Group facilitation skills for use with community workshops are a plus
Qualifications:
  • Must be a U.S. Citizen
  • Must have a current passport
  • Security clearance is favorable, but not required

Physical Requirements:

Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to, bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. May include lifting weight up to 30 pounds, as necessary.
