Job Description

GENERAL DESCRIPTION:

The Emergency Management Academy Instructor III, under general direction will assist in developing, designing, and delivering various courses and exercises related to all phases of emergency management. The instructor will utilize extensive knowledge of adult learning theories and learning styles to help maximize learner success and ensure overall effectiveness of the course instruction. The instructor will utilize all avenues of adult instruction to present and teach course material relevant to the TDEM Emergency Management Academy. In addition, this position will facilitate the updating and revising of courses in the curriculum development process and review new instructional materials, as requested. The Instructor III will have direct supervisory duties for Academy participants and other instructors as may be assigned. The Instructor III will also maintain records, reports, and documentation of learning activities during each course or exercise delivery.

This is a wage position established to accommodate a temporary organizational need. As such, TDEM does not guarantee any set number of hours or length of employment in this role.

This position reports to the Division Chief, EM Academy.

*Salary is a fixed rate.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:
  • Serves as a subject matter expert in NIMS, ICS, and Emergency Management instruction.
  • Supports the design, development, and delivery of training, exercises, learning activities, and/or simulation environments in the TDEM EM Academy.
  • Provides support to the Division Chief, EM Academy Coordinator in development of academy courses, policies, procedures, and assists in the supervision of students.
  • Maintains attendance and discipline of students and oversees student and staff time sheets as necessary.
  • Coordinates personnel assignments in support of upcoming course deliveries.
  • Monitors activities of assigned instructors during course delivery to ensure course objectives are met.
  • Conducts specific and/or ongoing evaluation actions for assigned training activities and related learning events, using evaluation instruments, observations, examinations, and questionnaires, and is responsible for assessing the subsequent impact upon participate needs
  • Coordinates with the Point of Contacts to ensure that the courses meet the needs of the Subject Matter Experts (SME).
  • Complies with state and federal laws/codes and Texas A&M University System/TDEM Policies and Procedures.
  • Serves as a liaison with universities, state agencies, and national organizations.
  • All tasks and job responsibilities must be performed safely without injury to self or others in compliance with System and Agency safety requirements.
  • Acts and wears appropriate professional attire, or dress code as appropriate, and represents agency in a positive light.
  • May be required to deploy during a State disaster.
  • Ability to travel (25%).
  • Face-to-face and person-to-person interactions are required.
  • Maintain a regular course of attendance during authorized work schedule.

MINIMUM QUALIFICATIONS:

Education and Experience Requirements
  • High School diploma or GED
  • Seven years of experience with emergency management operations or related field of emergency service.
  • G-141: Instructional Presentation and Evaluation Skills OR G-265: Basic Instructional Skills, or EMI Master Trainer, or Fire Instructor II, OR equivalent
  • Three years of adult education and/or training
  • Completion of IS700-800, and ICS 100-200
PREFERRED QUALIFICATIONS:
  • Bachelor's degree from an accredited college or university
  • Five years of experience in one or more of the four phases of Emergency Operation-Response, Recovery, Mitigation, Planning.
  • Five years of experience in designing and providing adult training
  • Five years of supervision in an emergency service organization
  • Five years of experience in exercise design and/or evaluation
  • Certification in any of the following areas: Emergency Management Professional Development Series, Emergency Management Advanced Professional Series, Certified Emergency Manager (CEM), Certified Texas Emergency Manager (TEM), Master Exercise Practitioner (MEP)
  • Emergency Medical Technician Basic Certification
KNOWLEDGE, SKILLS AND ABILITIES:
  • Advanced knowledge of the National Incident Management System (NIMS) and Incident Command System (ICS), including multi-agency coordination systems, emergency operations centers and incident command operations in emergency response settings
  • Able to provide subject matter expertise in emergency management operations, mitigation, recovery, preparedness, and response
  • Ability to create, revise, and deliver curriculum and instructional material
  • Ability to conduct specific and/or ongoing evaluation for assigned training activities and related learning events using evaluation instruments, observations, examinations, and questionnaires
  • Must possess the ability to interact with comfortably and professionally and instruct all levels of management in any organization
  • Must possess effective verbal and written communications skills, able to interact with a variety of instructional, management and support staff at all levels
  • Must possess excellent organizational skills and have the ability to routinely and effectively handle multiple tasks
  • Proficient knowledge of Microsoft Word, Excel and PowerPoint
  • Ability to coordinate and facilitate planning meetings and project deliveries
  • Ability to interact with senior incident response personnel
  • Ability to act in a supervisory role including monitoring attendance, maintaining discipline, and coordinating the activities of those assigned to him/her
  • Regular use of computer/keyboard and telephone
  • Ability to work outdoors exposed to various weather conditions, potential allergens, elevated noise levels, and heat
  • Ability to support training delivery for up to 8-10 hours/day (standing)
  • Ability to communicate orally and in writing
  • Ability to set up classrooms, move training equipment and materials, shipping crates and bins and moving and/or carrying up to 50lbs with or without assistance.
  • Ability to travel independently to other and/or remote locations by driving and/or flying on commercial airlines
