CONTRACTS MANAGER SENIOR (BD-20-0400-F):
Bowhead seeks a Senior Contracts Manager for our location in Aberdeen, MD, who will be responsible for the review, negotiation, and management of large, complex, multifaceted long-term contractual agreements with the US Government. This is a non-supervisory
position and reports to the Director of Contracts. The successful candidate will be responsible for contract administration and provide support for the preparation, negotiation and management of proposals and contracts. This position requires knowledge and
hands-on experience in government contracting methods and applicable procurement laws and regulations, including but not limited to FAR, DFAR, AFAR and other agency supplements. Strong business acumen and the ability to work proposals and manage contracts
in accordance with company policies and customer requirements is required. Responsible for building and maintaining dependable, quality relationships with internal and external customers in support of the UICGS business objectives.
Essential functions will include:
• Reviewing and analyzing RFP terms and conditions, participating in proposal reviews, conducting OCI screenings, providing risk assessments, recommending and developing mitigation approaches, and negotiating price and terms and conditions with the Government
customer.
• Ensuring proposals submitted are responsive and contain accurate and complete certifications and terms and conditions in accordance with company policies and all applicable laws and regulations.
• Provide post-award support to contracts by negotiating modifications, educating and advising internal teams regarding contractual issues, and identifying and helping to successfully resolve changes that may arise during contract performance. Interpreting
contract terms, negotiating modifications, and addressing subsequent issues that include attending Government customer and internal meetings, Program Management Reviews (PMRs), etc.
• As a subject matter expert, regularly advising management of contractual rights and obligations.
• Reviewing and resolving all issues effecting company compliance and ensures satisfaction of legal requirements, UICGS/Bowhead, and customer objectives.
• Providing creative leadership from knowledge of industry best practices and most current developments in contract administration.
• Working closely with the Program Manager and Financial Analyst to monitor performance, reduce risk and reduce days sales outstanding (DSO).
• During proposals and contract negotiations, engaging internal stakeholders in to help achieve financial and profitability goals. Working on more complex proposals and contracts.
• Providing regular reporting to senior management on contract issues.
• Interfacing with the Government Contracting Officer.
• High degree of independent and creative judgement applied to highest-level goals and objectives of the corporation and an understanding of FAR/DFARS, GSA Federal Schedules, Federal IDIQ, GWAC, Basic Ordering Agreements (BOA) contracts and supplemental regulations
of government agencies.
Requirements
• Bachelor's degree or equivalent and a minimum of 8 years of Federal contracting experience.
• Working knowledge of the Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS), and individual agency acquisition regulations
• Experience working on CPAF, CPIF and/or FPIF type contracts
• Certified Professional Contracts Manager (CPCM) and/or Certified Federal Contracts Manager (CFCM)
• Experience with Deltek Costpoint desired. Experience working for a Small Business and/or an 8(a), Alaskan Native Corporation (ANC) is a plus, as this type of work environment and culture are very different from working for a large integrator/organization.
• Excellent organizational skills and ability to work successfully under stress and against constant deadlines
• Teamwork skills and experience in building strong, positive and collaborative working relations with both Government contracting personnel and company program management personnel.
• Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint
• Ability to communicate effectively with all levels of employees and outside contacts. To receive and respond to instructions/assignments, must be able to read, write and speak English.
• Strong interpersonal skills and good judgment with the ability to work alone or as part of a team
CLEARANCE REQUIREMENTS: There are currently no Security Clearance requirements for this position; however, candidates must be able to successfully pass a background check. Due to the location of this work, US Citizenship is required. Bowhead reserves the right
to change this requirement if necessitated by business needs or contractual obligations.
