Job Summary:
This position exists to direct the University of Colorado Self Insurance and Risk Management Trust (PRM). PRM provides risk and claims management services to its ensured entities. These entities include University of Colorado Hospital, University of Colorado Schools of Medicine, Dentistry, Nursing and Pharmacy.
The responsibilities of the Director of Professional Risk Management will include the administration of the Trust and Professional Risk Management and Claims management program. This includes the recommendations for the mitigation of risk for the University and the Trust’s insured entities. This includes claims that are directly or indirectly related to professional liability with the delivery of patient care.
Supervision Received
The Director will be responsible to the Vice Chancellor for Health Affairs.
Supervision Exercised
The Director will supervise all staff in the department of the Professional Risk Management.
Examples of Work Performed:
Professional Risk Management/Trust Management:
Responsible for the oversight of the administration of the litigation management program in conjunction with the office of University Counsel. Will have direct interactions with counsel retained on behalf of the Trust to determine next steps in the management of litigation.
Work closely with the University Counsel assigned to the Trust. This relationship will maintain the privacy and confidentiality of investigational activities by the assertion of the attorney-client and attorney work product privileges.
Direct settlement authority within authorized limits provided by the Trust Advisory Board (currently $25,000 in conjunction with University Counsel).
Serves as an ex-officio member of the Trust Advisory Board and the Trust Advisory Board Finance Committee.
Manages and coordinates the activities of the Trust Advisory Board; ensures that the Trust’s By-laws and Coverage Guidelines are followed and updated as necessary.
Receipt and investigational oversight of notices of claim, lawsuits, licensing board complaints and other threats of legal or regulatory action.
Review all legal files, make case assignments to senior risk managers, assist as needed with claims management and determination of next steps.
Provide recommendations on case management to University Counsel.
Collaboration on claims management with University Counsel assisting the Trust.
Collaborate with and mentor senior risk managers on recommendations to University Counsel and Hospital Counsel for claims management which includes settlement and case closure.
Design, implement and oversee procedures in the PRM office that ensure timely and efficient handling of all cases.
In conjunction with University Counsel, establishes reserves for all claims and lawsuits, reviews and approves payments on all defense costs.
Has signature authority on all transactions of the Trust Fund.
Liaises with the Director of Risk Management at Children’s Hospital Colorado, coordinate risk managements activities at CHCO as it pertains to CU SOM faculty.
Ensure that peer reviews are completed on a timely basis as well as completion of letters to involve providers when quality of care concerns are identified.
Collaboration with Chair/Co-Chair of UCH Quality and Professional Peer Review Committee to ensure appropriate peer review policies. Coordinates agenda for meetings.
Serves on appointed UCH and UCD committees as requested.
Prepare and present claims and risk trend reports to leadership and makes recommendations for mitigation.
Financial:
Serves as the financial principal for the department.
Leads the annual actuarial review “cost study” of the Self-Insurance Trust. Prepares an annual operational budget, reserve funding budget and excess insurance budget for review and approval by the Investment Committee and the Trust Advisory Board.
Makes recommendations to the Trust Advisory Board regarding the need for additional layers of insurance based on claims and litigation trends and evaluation of the risks to the Trust.
Approves and signs off on all intra-unit contractual “cost allocation” agreements with the insured entities of the Trust.
Coordinates a bi-annual financial audit of the Trust with the Office of Internal Audit and is responsible for any corrective action of any audit findings.
Approves procurement card and other departmental purchases.
Provides write-off approval for both UCH and CU Medicine bills in the management of claims.
Enterprise risk management – meets with all insured entities, recognizes actionable risk opportunities and takes steps to mitigate those opportunities.
Serves as a liaison between the Trust and the following UCH departments: Medical Staff Office, Regulatory, and Quality and Patient Safety.
General Oversight:
Lead bi-weekly Senior Risk Manager team meetings, monthly one-one-meeting with all team members.
Completion of annual performance evaluations for all staff per University guidelines.
Approve vacation time and monthly time sheets for PRM staff
Mentor and collaborate with senior risk managers.
Serves as an ad hoc member of Credentials Committee. Prepares reports of all providers for re-credentialing including claims history and case involvement.
Review and sign-off on all coverage letters.
Ensure adequate staffing of the PRM office.
Responsible for compliance of UC Denver policies for staff adherence to sick leave.
Salary and Benefits:
The salary range for this position has been established at $99,454 – $126,506 and is commensurate with skills and experience. This position is not eligible for overtime compensation.

Qualifications
Minimum Qualifications:
Bachelor’s degrees in related healthcare field
Certified Professional in Healthcare Risk Management (CPHRM) certification
Five years of experience in healthcare industry
Five additional years of leadership experience in professional risk management
Preferred Qualifications:
Master’s degree in related healthcare field
10 years of leadership experience in healthcare
Master of Business Administration or related demonstrated progressive course work
Experience in developing robust educational programs and materials
Demonstration of a pattern of continuous professional improvement
Extensive public speaking experience.
Knowledge Skills and Abilities:
Extensive knowledge of risk management, loss control, risk analysis, and risk financing to provide the direction necessary to develop and maintain and effective risk management program
Expert analytical and problem-solving skills, strategic orientation to plan and direct complex financial, regulatory, and insurance matters.
Ability to work effectively, collaboratively and in a professional manner with University leadership, faculty, all levels of healthcare providers, staff, patients, state and federal regulatory agencies and legal counsel.
Knowledge of healthcare legal issues, medical malpractice, and patient safety issues related to the delivery of healthcare in a major academic medical center.
Ability to present risk management and professional malpractice information to all professional staff
Highly developed interprofessional and communication skills to interact effectively on complex and sensitive matters.
